For a European media literacy: fighting Fake News and misinformation
This project focuses on creating a European-based media literacy, betting on initiatives that the European Union promotes against fake news and general misinformation.
This initiative would be divided into 3 phases:
Phase 1:
- Transnational meetings between journalists and other communication agents from European countries, as a way of: discussing fake news; knowing other forms of work and socio-professional realities; identifying ways to combat fake news and other forms of misinformation. In these meetings we hope to have the presence of the press offices of the European Parliament and the European Commission.
Phase 2:
- Conducting sessions for the general public, with particular emphasis on the young and senior population and journalism/communication students. Each session should have the participation of a local journalist and / or a member of the European Solidarity Corps trained in communication. The objectives are: to raise the awareness of the population about the dangers of Fake News and Disinformation, helping to identify false news published by Media and Social Networks; emphasize the importance of having trained journalists and a strong press as a contributuion to the strengthening of European Democracy.
Phase 3:
- Elaboration of a joint publication with the conclusions of the project, including a reflection on the state of the art in this matter, and suggestions to combat Fake news and other forms of misinformation.

PROJECT NAME
Project for Active Citizenship for the Environment and Sustainability (PACES)
PROJECT RATIONALE
Our pre-development work with rural communities in Carlow has highlighted that communities do not fully understand why the European Union has taken a particular stance on a matter which is of great importance to them. For example, questions typically asked by rural citizens can include;
• We know the EU is serious about tackling climate change and protecting our environment but are rural dwellers going to experience greater disadvantage because of restrictions and tarrifs?
• How can we contribute to a sustainable environment when the EU has not put arrangements in place for proper cycle lanes, electric car charging points in our community?
• Who decides to classify an area as a SAC when we know this decision will restrict development in rural areas?
• Why are the EU planning to put restrictions on the use of certain products without having alternatives in place?
• What are the EU’s main goals and what are it’s future priorities ?
• How can my MEP support our community to articulate our frustrations around EU policy?
In a sentence, rural communities in Carlow have told us that they want to contribute to protecting their local environment and resources but are not confident on what SHOULD be done, what CAN be done and what are the PRIORITIES?
PROJECT AIM
PACES aims to create a space for rural communities to engage in dialogue which will facilitate, educate and deepen citizens understanding of the European Union‘s policy making processes, in particular those processes that focuses on Climate Action, Sustainability and the Environment. PACES also seeks to empower citizens to participate in, progress and influence Climate, Sustainability and Environment related policies at local, national and European levels.
THE CHALLENGE
PACES seeks to build a ‘bridge of understanding‘ between rural communities and the European Union by strengthening their existing, but disjointed relationship, particularly in the context of the 2030 Climate and Energy Framework and other Sustainability Policies, including EU decisions, directives and regulations .
THE SOLUTION
PACES will be seek to empower, educate and deepen citizens understanding of the European Union’s Environmental and Sustainability Agenda, in particular the Paris Agreement (and the national climate plan), Rural Development Policy and the 2030 Climate and Energy Framework, and will include actions which will focus on building local capacity and developing local structures, particularly voluntary networks, such that the impact of PACES is sustainable. The aim of PACES will be realised through a range of integrated community led actions and could include;
• Community dialogues
• Training Workshops
• Web-site
• Social Media
• Conferences
• Webinars
• Meetings with policy makers
• Case Studies
• Radio shows
During the lifespan of PACES, a focus will be on creating a better understanding of the genesis, rationale and success, or otherwise, of national and EU Environmental and Sustainability policies and in particular, how citizens and communities can best engage in these policy frameworks and communicate a clear message to policy makers at national and European levels.
PROJECT RESULTS
We expect the implementation of PACES to deliver the following results;
• Citizens will have a better understanding of EU Climate, Environmental and Sustainability related policies and the rationale for same,
• Citizens will know how to be more active in national and EU decision making,
• Citizens will learn to apply a ‘think global but act local‘ methodology,
• Citizens will have a better understanding of how communities in other member states are responding to common challenges and harnessing common opportunities,
• Citizens will be better equipped to work together to access EU and national supports and funding to implement innovative sustainable environmental projects at local level.
TRANSNATIONALITY
PACES will embrace transnationality by encouraging co-operation by way of an inter-territorial partnership which will enable citizens participating in the project exchange ideas with citizens from other communities, the EU’s institutions and with other interested parties.
The project will also utilise existing relationships and networks to disseminate project results across the European Union. In particular, ECOLISE, the European network for community-led action on climate change and sustainability, but also other networks, such as the European Network for Rural Development (ENRD).
Volunteerism
The project will use volunteers to develop meaningful opportunities for mutual understanding on how decision making processes can contribute to sustainable results across the local Environmental Agenda, including reducing carbon emissions, sustainable management of bio-diversity and identifying optimal responses to counter the erosion of the natural environment. PACES will consider engaging with the European Solidarity Corps to further promote and embed the volunteer movement a key element of citizen engagement.
Transfer of lessons learned
To increase the value of the project to the European Union the project will be underpinned by horizontal themes of evaluation, dissemination and transfer of lessons learned by using a range of dissemination and communication tools.
Project Scale and Budget
The project will have a total of 4 partners, of which one will be Carlow Development Partnership. The second partner will be ECOLISE, a European Network for Community Led Initiatives on Climate Change and Sustainability. ECOLISE will be responsible for the dissemination strategy underpinning PACES.
Carlow Development Partnership and two of the partners (not ECOLISE) will work with at least 300 participants each, generating a total of 900 participants for the project. Each partner will be required to implement a suite of agreed community led actions.
The budget for each partner will be agreed as part of the collaborative planning process.
Expressions of interest should be made before the 31st of July, 2019.
Name of the project “Together to learn EU
history and to build our EU history””
The idea of the project is to explore the process of EU enlargement by focusing on how EU accession has affected to each Member State. In addition, we will examine the EU as a whole and its policies among local communities. The project will provide information campaigns and debates to explain the opportunities, benefits and obligations stemming from EU membership, volunteering, non-formal education and active citizenship. There will be debates on the benefits of EU membership against Eurosceptic arguments.
Role of the partner organization in the project Partners from all EU Member States.
Comments from the applicant. We are looking for the following partners: Non-governmental organizations, Youth organizations, Local authorities, etc.
The Crocus Project is an Irish initiative whereby HETI provides yellow Crocus bulbs for young people and school pupils aged 11 years and older to plant in memory of the 1.5 million Jewish children who perished in the Holocaust and thousands of other children who were victims of Nazi atrocities. The yellow flowers recall the yellow Stars of David that Jews were forced to wear under Nazi rule. The Cro- cus blooms around the end of January, about the time of international Holocaust Memorial Day (27 January).
Participating in The Crocus Project is a tangible way to introduce young people to the subject of the Holocaust and to raise awareness about the dan- gers of racism and discrimination. The children’s in- volvement in learning about the Holocaust, plant- ing the bulbs and watching the flowers grow, en- courages learning about tolerance and respect.
HETI provides a comprehensive Information and Guidelines pack to assist teachers in educating about the Holocaust.
The Crocus Project has grown since its inception in 2005 when 6,000 Irish pupils participating to more than 100,000 young people from Ireland and 11 Eu- ropean countries in 2018. We hope increasing numbers of countries will join The Crocus Project each year until the whole of Europe participates in it and more than 1.5 million crocuses will bloom.
Role of the partner organisation in the project
We are looking for partner NGOs in Bulgaria, Malta and Romania to co-ordinate the registration of schools and organisations, source and distribute the crocus bulbs and the information booklet and assist with proof reading the translated booklets. HETI will ship the translated booklets to thepartner organisation. The partner NGO sends out the pro- motional letter in Spring prior to commencing the project, inviting schools to register for it. Once the school is registered, the information booklet is sent out with the bulbs in the autumn to all participating schools.
Comments from the applicant
We are searching for partner NGO’s to join The Crocus Project (subject to funding) from Bulgaria, Malta and Romania.
Over the last years there have been several mass migrations of refugees from Asia and Africa moving to Europe to flee from wars, misery or persecutions, two of the most considerable migrations were the one caused by the war in Syria and by the war in Libya. The phenomenon has to be considered as an humanitarian emergency given the high risk of violence, slavery and death that is faced by migrants, the phenomenon concerns the entire European Community that is called to make an intervention and take responsibility in managing it. Unfortunately, the various European states have been divided and uncooperative in solving the problem, furthermore misinformation and prejudices on the issue are widespread among the citizens and fuel the stigmatization "of the immigrant as a scapegoat for a whole series of social and economic problems. Over the years, Italy has set up so-called ""first reception"" projects to receive political asylum seekers from Libya and meet their primary needs (food, shelter, health care, etc.) and today is facing a new phase of the problem which is the socio-economic integration of migrants in its territory.
The objectives of this project are:
– To create a network of collaboration at European level between associations and public bodies operating in the reception system for asylum seekers and refugees to exchange good practices and experiences regarding reception and socio- economic integration of the latters.
– Organizing meetings, trainings and intercultural exchanges between migrants and European citizens so as to increase awareness and information about migration and human rights.
– Establish a European Migration Portal that provides on one hand a database of information regarding any type of useful services (legal, health, housing, etc.) for refugees who, once they have left their reception projects, want to move to an Italian or European city, on the other hand the Portal will produces analysis and studies at international level on the topic of migration in various languages, so as to be an information tool available to every citizen "and / or organization."
Interviews with elders who has experienced war and all the political regimes. Their memories, experience and stories. Joining generations – younger people interviewing elders, photographers making portraits. As a result – exhibition in Latvia and hopefully at partners country.
This is an art and research project which unite generations, encourage to have deep conversation by asking questions to unreasonably forgotten source of wisdom in this digital era: people who have lived, experienced and understood. This is a call for leisurely conversation during which the portrait in four dimensions is created – photography, interview, handwriting sample and voice record. Idea is to create a wide collection of portraits from all over the world involving portraiture photographers and supportive, enthusiastic people.
Role of the partner organization in the project: Creating portraits for the project and exhibition following the manual provided later.
