The province exercises the following fundamental functions: a) provincial territorial coordination planning, as well as the protection and enhancement of the environment; b) planning of transport services in the province, authorization and control in the field of private transport, in accordance with regional planning, as well as the construction and management of the provincial roads and regulation of road traffic inherent to them; c) Provincial programming of the school network, respecting regional planning; d) data collection and processing, technical-administrative assistance to local authorities e) management of school buildings; f) control of discriminatory phenomena in the employment field and promotion of equal opportunities on the provincial territory. It also exercise the following additional fundamental functions: a. care of the strategic development of the territory and management of services in an associated form based on the specifics of the territory and of institutional relations with provinces, autonomous provinces, regions, regions with special status and territorial bodies of other states, bordering them and whose territory has mountain characteristics, also stipulating agreements and agreements with the aforementioned entities. In agreement with the municipalities, exercises the functions of preparing the tender documents, the contracting authority, the monitoring of service contracts and the organization of competitions and selection procedures.
